Background music is important in an empty pub as it reduces the hollowness and echoing of large empty rooms. As the pub fills up, the natural noise takes over so it is not necessary to turn it off.
Like most of my family and friends, I eat in a pub to have something slightly better than I would eat at home, so it is worth paying a bit extra for quality.
